UAD 3.6 mandatory date: November 2, 2026, and what follows

Updated October 2026

UAD 3.6 becomes mandatory for all new appraisal reports submitted to UCDP on or after November 2, 2026. The date is set by the report's initial UCDP submission date, not by when the assignment was ordered or the effective date. Fannie Mae and Freddie Mac say the mandate is not changing, but lenders that cannot meet it can apply for a temporary policy exception that runs into 2027.

Every date below comes from the GSEs' own documents, linked at the end of each section.

Which reports does the mandate catch?

The trigger is the initial UCDP submission date. Freddie Mac's FAQ states that the November 2, 2026 mandate "is based on the initial UCDP Submission Date of each report," not the loan application or effective date. In practice:

The GSE FAQ says the engagement letter should indicate which standard applies, and that lenders may stage their rollout. Ask each lender and AMC which one they want before you start the report.

Two special cases from the same FAQ. Construction loans with "subject to completion" UAD 2.6 appraisals may be submitted to UCDP before the mandate, and the completion report or accepted alternative must be kept in the loan file for the life of the loan. And UCDP does not accept mixed UAD 2.6 and 3.6 under the same Doc File ID.

The policy exception is for lenders, not appraisers

The September 30, 2026 notice says sellers that cannot complete their UAD 3.6 implementation must request a policy exception from each GSE they sell to. Sellers that do so can keep submitting new UAD 2.6 reports to UCDP through May 19, 2027, and resubmissions through June 27, 2027. The GSEs describe it as a one-time exception that will not be extended, and say the November 2, 2026 mandate itself is not changing.

Lenders that do not sell directly to the GSEs do not request an exception, but they must align with their investors. Aggregators that buy loans from third-party originators must make sure those originators submit UAD 3.6, or request the exception themselves.

What this means if you are an appraiser: your lender or AMC may still ask for UAD 2.6 after November 2. That does not make UAD 2.6 a safe long-term plan. After March 1, 2027 those reports lose functionality on the lender's side, and UAD 2.6 submissions end in 2027. Software that cannot produce UAD 3.6 is a problem you will have to solve anyway.

Frequently asked questions

When is UAD 3.6 mandatory?

UAD 3.6 is mandatory for all new appraisal reports submitted to the Uniform Collateral Data Portal (UCDP) on or after November 2, 2026, according to Freddie Mac’s UAD 3.6 FAQ. The GSEs say the mandate date is not changing.

Which date decides whether my report must be UAD 3.6?

The initial UCDP submission date of the report, per the Freddie Mac FAQ. It is not the order date, the effective date, or the loan application date. A report you start in October but that is first submitted to UCDP on or after November 2 falls under the mandate.

Can lenders still submit UAD 2.6 reports after November 2, 2026?

Only if the lender sells loans to the GSEs and has obtained a policy exception. Under the GSEs’ September 30, 2026 notice, an approved seller may submit new UAD 2.6 reports from November 2, 2026 through May 19, 2027, and resubmissions through June 27, 2027. Appraisers do not request the exception; sellers do.

What happens on March 1, 2027?

For sellers using the exception, UAD 2.6 reports submitted from March 1, 2027 through May 19, 2027 return a collateral risk score of 99 in Freddie Mac’s Loan Collateral Advisor and 999 in Fannie Mae’s Collateral Underwriter, and the loans are not eligible for collateral representation and warranty relief for value.

When is UAD 2.6 fully retired?

June 28, 2027, per the GSEs’ September 30, 2026 notice. From May 20, 2027 through June 27, 2027, new UAD 2.6 submissions fail in UCDP with a Fatal message and UAD 2.6 is accepted only for resubmissions of previously submitted reports.
