UAD 3.6 vs UAD 2.6: what changes for appraisers
Updated October 2026
UAD 2.6 is the data standard behind the legacy form-based reports. UAD 3.6 is the standard behind the redesigned URAR, a single report that replaces the 1004, 1073, 1025 and the other forms. For appraisers, the biggest change is that the property's data, not a form number, drives which parts of the report you complete. UAD 3.6 reports are mandatory for new UCDP submissions from November 2, 2026; see the mandatory date timeline.
This page covers what the GSEs have published. We have left out details we could not confirm in a GSE document.

Forms replaced by the URAR
Freddie Mac's FAQ lists these forms as replaced: 1004/70, 1073/465, 2055, 1004C/70B, 2090, 2095, 1025/72 and 1004D/442. The FAQ states that with the new URAR, "the data that describes the subject property drives the appraisal report, not a form type or number." It covers traditional, hybrid, desktop and exterior assignments, and all property and inspection types it addresses. Land-only assignments are out of scope.
Freddie Mac also publishes a document on functioning without form numbers, which maps legacy forms to the URAR.
Condition and quality ratings
The rating scale is unchanged, but the definitions were rewritten to provide clarity. Ratings now apply to all residential property types, including manufactured homes, which is a change from UAD 2.6, and Interior and Exterior ratings were added. Read the official condition and quality rating definitions (Freddie Mac, PDF) before your first UAD 3.6 report, since the same home may read differently against rewritten definitions.

Get Early Access →Update and completion reports
Under UAD 2.6, recertifications and completions were handled on Form 1004D. Under UAD 3.6 the Restricted Appraisal Update Report and the Completion Report are two separate reports. Each must be submitted in UAD 3.6 ZIP format and associated with an existing UAD 3.6 URAR submission in UCDP. UCDP does not accept mixed UAD 2.6 and UAD 3.6 under the same Document File ID. That matters for construction loans: if the original appraisal was UAD 2.6, ask the lender how it wants the completion handled. The FAQ notes that construction loans with "subject to completion" UAD 2.6 appraisals may be submitted to UCDP before the mandate.
The GSEs updated compliance-rule severity levels for the update and completion reports effective January 26, 2026 (joint notice, Sept 2025, PDF).
What is different about delivery
UAD 3.6 reports are delivered to UCDP as a ZIP package in the MISMO 3.6 format. The GSEs publish reference guides and compliance rules for the redesigned report, and an API that lets appraisers run compliance checks through their software provider. For the package details, see UAD 3.6 delivery and MISMO 3.6 export. To check what your current software supports, use the readiness checklist.
What the GSEs left to lenders and vendors
Freddie Mac's FAQ says the engagement letter should indicate which standard applies, that lenders may stage their rollouts, and that appraisers should work with their software vendor on functionality, training and testing timeframes. The GSEs also offer an appraiser-specific continuing education course through appraisal education providers.
Frequently asked questions
What is the difference between UAD 2.6 and UAD 3.6?
UAD 2.6 is the data standard behind the legacy form-based reports (1004, 1073, 1025 and others). UAD 3.6 is the data standard behind the redesigned Uniform Residential Appraisal Report (URAR), a single dynamic report in which the data describing the subject property, not a form number, determines what the report contains. UAD 3.6 also aligns to the MISMO Reference Model 3.6.
Does the URAR replace Form 1004, 1073 and 1025?
Yes. Freddie Mac’s UAD 3.6 FAQ lists forms 1004/70, 1073/465, 2055, 1004C/70B, 2090, 2095, 1025/72 and 1004D/442 as replaced by the single URAR. It covers traditional, hybrid, desktop and exterior-only assignments. Land-only assignments are out of scope.
Did the condition and quality rating scales change?
The C1–C6 and Q1–Q6 scale itself is unchanged, according to Freddie Mac’s FAQ, but the definitions were rewritten for clarity. The ratings now apply to all residential property types, including manufactured homes, and Interior and Exterior ratings were added.
What happened to the 1004D recertification of value?
Form 1004D is among the forms the URAR replaces. Under UAD 3.6, the Restricted Appraisal Update Report and the Completion Report are two separate reports. Each must be submitted in UAD 3.6 ZIP format and associated with an existing UAD 3.6 URAR submission in UCDP.
Can I mix UAD 2.6 and UAD 3.6 reports on one loan?
Not under the same Document File ID. Per Freddie Mac’s FAQ, UCDP does not accept mixed UAD 2.6 and UAD 3.6 submissions under one Document File ID.
